“In peacetime, nuclear weapons are stored in depots operated by the Ministry of Defense. As far as we can determine, these depots are located within the USSR; none have been identified in East Germany. Release and delivery of nuclear weapons to firing units, by air or ground transport, would be made upon order from the Ministry of Defense.”
CAPABILITIES OF SOVIET GENERAL PURPOSE FORCES NIE 11-14-66, S. 14:
“We believe that the number of nuclear weapons allocated the theater forces has increased considerably in the past few years. Nuclear weapons in a variety of types and yields are available for delivery by tactical rockets, missiles, and aircraft. ... Nuclear weapons storage sites have been firmly identified only within the USSR. For reasons of tactial readiness and logistical efficency, we would expect tactical nuclear weapons to be stored in some GSFG depots, but we have no firm evidence that they are.”
SOVIET AN EAST EUROPEAN GENERAL PURPOSE FORCES NIE 11-14-68, S. 22:
“For reasons of tactical readiness and tactical efficency we would expect tactical nuclear weapons to be stored in some Soviet depots in the forward area. We have identified some storage sites immediately adjacent to Soviet-controlled airfields in Eastern Europe which are probably intended for storage of nuclear weapons. We have no evidence, however, that nuclear weapons habe actually been deployed in the forward area; indeed, Czech procedures indicate that nuclear weapons for their forces in their area are held in the USSR. Nonetheless, we believe that the Soviet could react quickly to provide nuclear weapons to the using units of theater forces.”
SOVIET AN EAST EUROPEAN GENERAL PURPOSE FORCES NIE 11-14-69, S. 13:
“We have identified some sites immediately adjacent to Soviet-controlled airfields in Eastern Europe which appear to be intended for such storage. We believe that nuclear weapons are not normally stored in the forward area.”
WARSAW PACT FORCES OPPOSITE NATO NIE 11-14-75, S. 23:
“We have identified 12 facilities in East Germany, Poland and Czechoslovakia that we believe are for the storage of tactical nuclear weapons. Another two facilities in Hungary and three in Bulgaria have been identified. Available evidence – though inconclusive – suggests that nuclear weapons are stored in these Soviet-controlled sites in peacetime. A lack of information on Soviet storage practics makes it impossible to determine precisely how many nuclear weapons might be stored in these sites, but it is estimated that they could hold from 1200 to 2300 warheads and bombs. We do not believe that the Soviets have placed nuclear weapons in the hands of their East European Allies.”
